The Cost per Rail Passenger Trip of $3.71 in December exceeded the forecast by $0.51, or 16%. This unfavorable variance was due to rail ridership falling short of the forecast by 0.7 million unlinked passenger boardings and operating expenses coming over budget. The 2019 Fiscal Year-to-Date (months of July through December) Cost per Rail Passenger Trip of $2.93 is lower than the forecast by $0.24, or 8%. This favorable variance is due to operating expenses coming under budget.
