MARTA Police Department uses a progressive new crime control model—M*PACT (MARTA Police Proactively Attacking Crime Trends). This program is being modeled after the highly successful COMPSTAT program that was developed by the New York City Transit Police in 1990.
The objective of M*PACT is to more efficiently utilize officers. The Precinct Commanders and their staff will develop strategies to address the problems in their areas. Police officers will then be deployed to areas in a timely manner.
Weekly M*PACT meetings will be held to monitor and to report the strategies of each precinct. All Precinct Commanders will be held accountable for their precincts success.
By aggressively analyzing data and using computer mapping, M*PACT will show trends in customer complaints, crimes, calls for service and disorder on the system. This information is then used to aid commanders in deploying resources in the most efficient manner.
There are five basic principles to M*PACT:
- Set specific objectives: Recommended that objectives not be expressed or measured in numbers or percentages.
- Timely and accurate intelligence: Computerized pin mapping and other crime analysis techniques will serve as a radar system, achieving the early identification of crime patterns and patrons concerns.
- Effective tactics: The effectiveness of new tactics or strategies must be rapidly assessed. Failed tactics should be discarded while successful tactics need to be replicated in other precincts. Communication between ranks will enhance tactics and strategies.
- Rapid deployment of personnel and resources: The rapid deployment of personnel and resources will increase service to our customers in the most efficient manner.
- Relentless follow-up and assessment: Gathering of field intelligence, adapting tactics to changing conditions and the close review of field results should be a daily occurrence. This will result in quicker and more efficient tactics.
In 1977, the Georgia Peace Officer Standards and Training Council (GPOST) certified the first officers of the MARTA Police. This was the 26 member beginning of the MARTA Police Department. Over the years as the MARTA rail lines expanded, so did the Police Department. As of today, there are 304 sworn positions and 47 civilians for a total of 351 employees.
In the time since the MARTA’s Police Department began, we have implemented very successful patrol strategies which include bike and bus patrols. The M*PACT program will modify the way we patrol trains. We will no longer have a posted officer on each train; instead, we will use both random uniform patrolling and plain clothes officers to address problems on trains and in the stations. These tactics will help focus on crimes of disorder (i.e. fare evasions, disorderly conduct, panhandling, smoking, etc.).
We are always looking for better ways to protect and serve our customers and will continue to do so in the future.
Our standards speak for themselves. In 1996, MARTA Police became nationally accredited by the Commission on Accreditation for Law Enforcement Agencies (CALEA). It was also one of the first agencies to earn Certification from the State of Georgia.
M*PACT will analyze problem areas by collecting data from calls for service, customer suggestions and previous crimes. We will need your assistance in making your MARTA system a safe and friendly environment.
